The Specialist, Training Governance is responsible for supporting the execution and day-to-day operationalization of training governance for shipboard Learning & Development programs. This role involves coordinating training implementation activities, maintaining governance documentation, supporting audit and compliance readiness, and assisting with stakeholder communications related to shipboard training requirements. The Specialist, Training Governance will work closely with Fleet L&D, Learning Systems, and business stakeholders to ensure training requirements are clearly understood, consistently applied, and executable within shipboard operations. The ideal candidate will have shipboard Learning & Development experience, strong subject-matter knowledge of training operations and compliance, and the ability to support complex governance initiatives in a regulated environment.

Essential Functions:

  • Training Governance Implementation & Stakeholder Engagement:  Supports shipboard training governance by implementing approved governance decisions and coordinating communication, alignment, and follow-through related to shipboard training requirements. Partners with Training Governance, Learning Systems, and shipboard stakeholders to clarify standards, confirm that system configurations align with approved requirements, and support consistent application of requirements. Executes defined governance actions, tracks implementation outcomes, and identifies systemic issues impacting shipboard training compliance. Provides stakeholder support by responding to inquiries, coordinating discussions, and preparing summaries or status updates to ensure requirements are correctly applied in alignment with established governance standards.

  • Governance & Knowledge Management:  Supports the consistent application of established shipboard training governance processes by maintaining governance documentation, standards, and reference materials. Partners with Training Governance, L&D Operations, Learning Systems, and designated training owners to research best practices, clarify requirements, and update standard operating procedures as approved. Maintains and enhances shipboard L&D knowledge resources, including knowledge bases, FAQs, and user guides, to ensure guidance is accurate, current, and usable for shipboard execution.

  • Audit, Compliance & Systemic Issue Resolution:  Supports shipboard audit and compliance readiness by ensuring training governance requirements are clearly defined, accurately reflected in learning systems, and supported by appropriate documentation and evidence standards. Executes assigned governance-related project plans and as needed, develops simple, task-level project plans to coordinate governance actions involving multiple stakeholders and dependencies. Participates in audits, annual re-certifications, and new ship start-ups by preparing governance materials, analyzing findings to identify systemic or requirement-related issues, and executing approved governance remediation actions. Applies strong organizational and project discipline to track governance issues, dependencies, and follow-up actions through resolution.

  • LMS Governance & Training Logic Support:  Supports shipboard training governance by supporting the definition and validation of LMS configuration and reporting logic related to training requirements, compliance status, and audit readiness. Partners with the LMS Manager and designated training owners to ensure training assignments, completion rules, equivalencies, and reporting definitions accurately reflect approved requirements and are technically executable. Investigates complex or escalated training logic issues that cannot be resolved through standard learner support, working with course owners to clarify requirements as needed and coordinating approved governance or system updates. Reviews system and compliance data as needed to identify patterns or risks impacting training logic integrity and supports updates to governance standards and documentation.

  • Governance Analysis & Decision Support:  Supports training governance decisions by analyzing shipboard training requirements, system outputs, and compliance data to identify impacts, dependencies, and risks. Prepares and presents clear summaries, analyses, or supporting materials to inform governance discussions and approved changes, including participation and contribution at governance forums, HESS meetings, and stakeholder working sessions. Responds to questions related to data, system behavior, or requirement application to support informed decision-making.

Knowledge, Skills & Abilities:

  • Scope:  The Specialist, Training Governance operates within the shipboard Learning & Development governance function and supports fleet-wide training governance across all vessels. The role has a fleet-level impact through the consistent application and upkeep of shipboard training requirements, governance standards, and supporting logic. The role plays a critical enabling function by ensuring shipboard training requirements are clearly defined, logically executable, and applied consistently across fleet operations within a regulated environment.

  • Problem Solving:  This role regularly addresses non-routine problems related to shipboard training execution, requirement clarity, and readiness. Problem-solving involves reviewing guidance, training records, system outputs, and audit feedback to understand what occurred, why it occurred, and what needs to be clarified or corrected. The Specialist is expected to approach issues with a structured, detail-oriented mindset, asking thoughtful questions, validating information, and working through potential solutions in partnership with Training Governance, L&D Operations, Learning Systems, and training owners.

  • Impact:  The role has a direct impact on the consistency, clarity, and audit defensibility of shipboard training across the fleet. By supporting clear execution of approved training requirements, disciplined application of governance standards, and effective coordination with training owners and operational stakeholders, the Specialist helps reduce compliance risk, prevent recurring execution issues, and improve confidence in training outcomes. The role contributes to stable, predictable training governance practices that enable shipboard operations to meet regulatory and organizational expectations.

  • Leadership:  Leadership in this role is demonstrated through professional credibility, sound judgment, and the ability to assert training governance standards in complex or high-stakes situations. As an individual contributor, the Specialist is expected to engage confidently with stakeholders at all levels of management and leadership, communicate governance positions clearly, and provide principled pushback when requests or proposed actions conflict with established training governance requirements. The role requires the ability to influence outcomes through evidence-based analysis, clear articulation of risks and implications, and consistent adherence to governance standards, while maintaining constructive working relationships and supporting effective decision-making.

Qualifications:

  • Bachelor’s degree in Learning & Development, Education, Business Administration, Human Resources, or a related field

  • Proficiency in standard business productivity and collaboration tools, including Microsoft Excel and Microsoft Planner, to track work, manage tasks, and synthesize information across multiple sources

  • Working knowledge of SharePoint or similar knowledge management platforms to access, maintain, and reference governance documentation and resources

  • Working knowledge of shipboard learning and people systems, including GLADIS (LMS) and CPS or comparable HR systems, with the ability to navigate training and personnel data to review compliance status and training outputs

  • Ability to synthesize information from multiple systems and out-of-system inputs (e.g., days onboard, vacation cycles, handover periods, required-by dates) to support accurate training readiness and compliance reviews

  • Experience working closely with shipboard Learning & Development teams and/or shipboard operating areas within Carnival Cruise Line, with a practical understanding of how shipboard training requirements are communicated, carried out, and documented across vessels. Experience should enable the individual to step into the role with limited ramp-up and apply a careful, analytical approach when reviewing training records, readiness issues, and execution gaps.

  • Working knowledge of how shipboard training is executed in practice, including:

  • how ships follow established training guidelines and procedures

  • common challenges that impact training delivery in an operational environment

  • the types of evidence ships are expected to maintain for inspections or audits

  • when questions or issues should be escalated for clarification or support

  • Experience supporting training, compliance, or readiness activities in regulated shipboard environments, with exposure to maritime or hospitality requirements such as STCW, HESS, USPH, USCG, MLC, or similar frameworks, even if not owned directly.

  • Experience working within or alongside Learning & Development functions, such as training coordination, readiness preparation, audit or inspection support, reporting, or ongoing interaction with shipboard teams and training stakeholders.

  • Experience using Learning Management Systems (LMS) or training-related systems in a user, support, coordination, or analytical capacity, with an understanding of how training completions and compliance status are reviewed and validated in a shipboard context.

Travel:  Less than 25% with shipboard travel likely

Work Conditions: Work primarily in a climate-controlled environment with minimal safety/health hazard potential.

Physical Demands: Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.

This position is classified as “in-office.”  As an in-office role, it requires employees to work from a designated Carnival office in South Florida Tuesday through Thursday each week. Employees may work from their homes on Mondays and Fridays.  Candidates must be located in (or willing to relocate to) the Miami/Ft. Lauderdale area.
