Job Summary

A key member of the HESS organization at a Carnival Corporation owned and operated global destination, this position supervises all occupational health and safety activities at the port, ensuring compliance with regulatory standards through hands-on program implementation and daily oversight. Responsibilities include conducting routine inspections, verifying corrective and preventive actions, coordinating emergency preparedness drills, and maintaining accurate safety documentation. The role also leads a frontline team by assigning tasks, monitoring performance, and providing practical guidance to ensure safe work practices.

Key Accountabilities / Job Functions

1. Occupational Health and Safety Program

Assist the HESS Manager in developing and implementing comprehensive occupational health and safety programs aligned with organizational standards and regulatory requirements.

Support continuous improvement initiatives within safety programs to enhance effectiveness and compliance.

Contribute to hazard identification and communication, risk assessments, incident prevention strategies, and emergency response procedures.

Support Management of Change reviews to assess OHS impacts of changes to processes, equipment, materials, or organization; ensure controls are defined before implementation.

Support the Permit-to-Work process for high-risk activities (e.g., hot work, confined space, work at height, LOTO), verify controls in the field, and ensure permit closeout and documentation.

Support the HESS manager in the process for ensuring contractor compliance with HSE requirements (including pre-qualification, onboarding, supervision, and performance monitoring).

Coordinate new-hire safety onboarding and facilitate toolbox talks/safety briefings with supervisors.

Oversee chemical safety compliance (SDS management, container labeling, storage compatibility) and verify spill response readiness.

Follow up on occupational safety and health objectives and KPIs with joint committee.

2. Safety Inspections and Job Observations 

Conduct scheduled safety inspections to identify hazards arising from unsafe acts and conditions; issue timely reports and recommend corrective actions.

Monitor the availability, condition, and maintenance of emergency response equipment (e.g., AEDs, oxygen cylinders, first aid kits), alarms, communication systems, PPE, and medical supplies to ensure proper inventory, accessibility, and compliance with inspection/calibration requirements.

Perform job tasks observations to assess safety practices, identify at-risk behaviors, verify procedural compliance, and provide immediate coaching to reinforce safety.

3. Team Management & Leadership

Supervises direct reports by assigning tasks, monitoring performance, providing hands-on guidance, and ensuring adherence to established procedures and standards.

Provide guidance and audit the other teams to ensure compliance.

Coordinate and support “on-the-job training” efforts by working closely with area supervisors to develop, schedule, and deliver training sessions for all new team members.

Support the development and delivery of educational programs for staff and other stakeholders on environmental stewardship and the port’s initiatives to protect and preserve natural resources.

4. Fire Safety 

Coordinate and participate in fire drills and exercises.

Assist in the inspection and maintenance verification of fire protection systems and equipment (e.g., extinguishers, alarms, sprinklers) to confirm operational readiness.

Collaborate with Security, Maintenance, and other departments to maintain fire safety protocols and ensure effective emergency coordination.

Provide guidance and support for fire safety training and awareness programs for employees and contractors.

Document fire safety activities findings and follow up actions.

5.Safety Communication & Engagement 

Collaborate as required by the HESS manager in the engagement of stakeholders to foster safety culture, awareness campaigns, training programs, and partnerships with suppliers, regulators, and community organizations to support long-term goals

Design and deliver safety training programs for all employees and contractors as required. 

Collaborate with other departments to integrate safety considerations into daily operations

Maintain records documenting the date, training overview, attendees' names and signatures, departments represented, and exam scores where applicable.

6. PPE Compliance 

Ensure provision, correct selection/use, and recordkeeping for PPE and safety equipment for the staff. 

7. Incident Reporting & Investigation 

Maintain accurate records of all safety incidents and related documentation.

Develop action plans to resolve identified challenges during audits, inspections or investigations, and actively contribute to decision-making processes to implement effective and sustainable solutions. Investigate workplace safety incidents (accidents and near misses) as required by the company procedures. 

Report any incident or failure related to safety caused by ships or land operations as well as check findings to the HESS manager and support the root cause analysis process.

Develop action plans to resolve identified challenges during audits or inspections and actively contribute to decision-making processes to implement effective and sustainable solutions.

8. Emergency Preparedness & Response 

Develop, implement, and maintain site-specific emergency preparedness including hazard identification, risk assessment, incident prevention, emergency response procedures in alignment with corporate HESS standards and regulatory requirements.

Coordinate and conduct emergency drills and exercises (fire, medical, evacuation, spill, natural disaster, etc.) to test readiness and improve response capabilities.

Train and coach employees and contractors on emergency roles, responsibilities, evacuation routes, and use of emergency equipment (e.g., fire extinguishers, first aid kits, spill kits).

Conduct after-action reviews (AARs) following drills or real incidents, documenting lessons learned, identifying root causes, and implementing corrective and preventive actions (CAPAs).

Maintain and periodically review emergency communication protocols—including contact lists, notification systems, and escalation procedures—in coordination with Security and other responsible departments, ensuring accurate documentation and compliance with Emergency Response Protocols.

Collaborate with other HESS functions (health, safety, security) to ensure a holistic, cross-disciplinary approach to emergency preparedness and environmental protection.

9. Other Functions 

Propose improvements and actively collaborate in the development and revision of HESS-related policies and procedures. 

Assist in administrative operations (schedules, permits, vacation, payroll, departmental software management, incident reporting, etc.) and perform other supervisory duties as directed by HESS Manager 

Conduct performance evaluations as per required by HR policy.

Maintain and analyze statistical reports and key indicators

Ensure timely supervision and replenishment of operational inventory

Comply with the company's established policies and procedures

Assist in HESS related service visits from companies contracted

Identify equipment or facility deficiencies and escalate maintenance requests

Perform other duties as assigned.

Essential/Minimum Qualifications

Education: Formal degree preferred but not required. Applicants with extensive safety management experience or recognized industry certifications (e.g., ISO 45001, NEBOSH, NIOSH) will be equally considered.

Essential Experience Required

Minimum 2–4 years of experience in safety management and compliance roles, preferably within cruise, hospitality, port, or industrial operations.

Minimum 1+ year of supervisory or team leadership experience.

Knowledge of safety regulations and international standards such as ISO 45001, NEBOSH, NIOSH and related frameworks.

Proven ability to develop, implement, and monitor safety programs including risk assessment, incident investigation, emergency preparedness, etc.

Experience conducting safety audits, inspections, and incident investigations with demonstrated follow-through on corrective and preventive actions.

Analytical and reporting skills.

Excellent leadership, communication, and problem-solving skills, with the ability to engage teams and promote a culture of sustainability.

Ability to work both independently and collaboratively in a fast-paced operational environment.
