A key member of the HESS organization at a Carnival Corporation owned and operated global destination, this position supervises and coordinates day-to-day public health activities to ensure compliance with established health standards. Responsibilities include monitoring water quality systems, overseeing food safety practices, conducting routine inspections, and verifying corrective actions. This position works closely with other departments to resolve health-related issues promptly and reinforces compliance through training and consistent oversight.
ESSENTIAL DUTIES & RESPONSIBILITIES:
1. Water Quality Management
- Monitoring and record keeping of all Water Quality Data (as per company retention policy) and operating systems (Potable Water System, Recreational Water Facilities - RWFs).
- Support the HESS Manager in overseeing lab work for Water Quality operations at the port.
- Provide guidance and collaborate with maintenance teams to ensure proper execution of water system maintenance, including cisterns, recreational water facilities (RWFs), and other equipment or infrastructure critical to water quality. Oversee water chemistry and bacteriological quality (potable water and recreational water) Provide insights when deviations are found.
2. Food Safety
- Audit food safety practices at food and beverage establishments and follow up on action plans until completion.
- Lead coordination of ice sampling and testing with F&B outlets to ensure safe production and handling practices are consistently maintained.
- Schedule, prepare, and execute public health audits in coordination with the HESS department, ensuring thorough documentation of findings and conducting debrief meetings to evaluate outcomes, identify areas for improvement, and support continuous compliance with health standards. Liaise with operations to ensure HACCP plans are updated and followed in alignment with GHESS.
3. Team Management & Leadership
- Supervises direct reports by assigning tasks, monitoring performance, providing hands-on guidance, and ensuring adherence to established procedures and standards.
- Provide guidance and audit the other teams to ensure compliance.
- Coordinate and support “on-the-job training” efforts by working closely with area supervisors to develop, schedule, and deliver training sessions for all new team members.
- Support the development and delivery of educational programs for staff and other stakeholders on environmental stewardship and the port’s initiatives to protect and preserve natural resources.
4. Incident Reporting & Investigation
- Report Public Health findings to the HESS Manager.
- Develop action plans to resolve identified challenges during audits or inspections and actively contribute to decision-making processes to implement effective and sustainable solutions.
- Report any incident or failure related to public health caused by ships or land operations to the HESS manager and support the root cause analysis process.
5. Emergency Preparedness & Response
- Develop and implement emergency response plans specific to public health threats (e.g., outbreaks of communicable diseases, foodborne illness, water contamination, chemical exposure).
- Supervise the immediate execution of prevention and control measures in the event of infectious diseases outbreaks.
- Coordinate drills and exercises (tabletop, functional, and full-scale) to test public health response readiness
- Maintain public health emergency supplies and equipment, such as PPE, disinfectants, first aid kids, testing kits, and isolation resources. Ensure regular inventory checks and readiness.
- Collaborate with other HESS functions (health, safety, security) to ensure a holistic, cross-disciplinary approach to emergency preparedness and environmental protection.
6. Public Health Compliance
- Conduct audits and inspections Public Health related.
- Implement educational programs for the staff and other stakeholders on public health related topics.
7. Other Functions
- Work in collaboration with the Environmental Supervisor to align waste management and pest control efforts and reduce potential public health risks.
- Propose improvements and actively collaborate in the development and revision of HESS-related policies and procedures.
- Assist in administrative operations (schedules, permits, vacation, payroll, departmental software management, incident reporting, etc.) and perform other supervisory duties as directed by HESS Manager
- Conduct performance evaluations as per required by HR policy.
- Maintain and analyze statistical reports and key indicators
- Ensure timely supervision and replenishment of operational inventory
- Comply with the company's established policies and procedures
- Assist in HESS related service visits from companies contracted
- Identify equipment or facility deficiencies and escalate maintenance requests
SKILLS SPECIFICS:
- Knowledge of public health regulations and international standards such as CDC, WHO, Vessels Sanitation Program and related frameworks.
- Proven ability to develop, implement, and monitor public health programs including water quality management, food safety oversight, housekeeping practices, etc.
- Experience conducting public health audits, inspections, and incident investigations with demonstrated follow-through on corrective and preventive actions.
- Analytical and reporting skills.
- Excellent leadership, communication, and problem-solving skills, with the ability to engage teams and promote a culture of sustainability.
- Ability to work both independently and collaboratively in a fast-paced operational environment.

EDUCATION & QUALIFICATIONS:
- Formal degree preferred but not required.
- Applicants with extensive public health management experience or public health operations, supported by relevant on-the-job training or professional certifications.
- Minimum 2–4 years of experience in public health, compliance, preferably within cruise, hospitality, port, or industrial operations.
- Minimum 1+ year of supervisory or team leadership experience.
LANGUAGE REQUIREMENTS:
- Ability to read and write English to understand and interpret written procedures. This includes the ability to give and receive instructions in written and verbal forms and to effectively present information and respond to questions from guests, managers, and co-workers.
- Excellent written and verbal communication and interpersonal skills.
PHYSICAL REQUIREMENTS:
- Must be physically fit.
- Ability to work in an outdoor environment as needed.
- May need to stand for long periods of time.
OTHER REQUIREMENTS:
- Proficiency in Microsoft Office Suite and familiarity with data entry and reporting tools.
- Detail orientated with a proactive approach to problem solving.

- Strong planning and coordination skills, especially in handling multiple priorities under tight deadlines.
- May be requested to work a shift schedule while at any of the destinations.
